Draft Plan of Conservation and Development (POCD) – Public Comment Period Extended to August 1, 2019
The Planning and Zoning Commission has extended the deadline for receiving public comment on the draft POCD to Thursday, August 1, 2019. All communications must be received in writing no later than 12:00 p.m. (Noon). Residents may choose to submit their comments electronically by visiting the Wilton 2029 website, sending an email to Wilton2029@gmail.com, or may elect to hand-deliver written comments to the Planning and Zoning Department, 238 Danbury Road, Wilton. Kindly note that comments received after the specified deadline cannot be considered.
The Planning and Zoning Commission would like to thank those residents who attended Thursday evening’s POCD public hearing. Presented comments and suggestions received to date, not only reflect the creativity and thoughtfulness of our residents; but importantly, provide valuable input into a visionary process designed to guide Wilton into the next decade. Public Hearing Date Set for Plan of Conservation and Development
The Planning and Zoning Commission has scheduled a public hearing for Thursday, July 18, 2019 beginning at 7:00 p.m. at Trackside, 15 Station Road to accept public comment on revisions to the town’s Plan of Conservation and Development (POCD). The hearing follows approximately one and one-half years of study by the Planning and Zoning Commission with participation and input from other town boards and commissions.

In addition to public comment taken at the hearing, comments may also be submitted via the website or email between now and the July 18th hearing date. Public Comment Period Open for the Plan of Conservation and Development Update
A draft of the Wilton Plan of Conservation and Development (POCD) has been completed and is now available. Click here to review the Draft Plan.
Email comments can be submitted to Wilton2029@gmail.com. Public comments will be accepted between now and July 18, 2019. In accordance with Connecticut law, the Planning and Zoning Commission has referred the draft plan to the Wilton Board of Selectman and the Western Connecticut Council of Governments. These agencies are provided a 65-day comment period during which time further amendment(s) to the plan may be requested. Following the conclusion of the comment period, the Planning and Zoning Commission will hold a public hearing at which time both written and verbal commentary will be accepted from the public. Details concerning the time and place of the July public hearing will be announced in the coming weeks.

Telephone Survey Complete
The Town of Wilton contracted with the Center for Research and Public Policy (CRPP) to conduct a statistically valid telephone survey of approximately 400 Wilton residents in December 2018. The results of the survey will be discussed at the Joint Working Group meeting on January 17th. Thank you to all residents who participated in the survey!

As part of the Plan update, the Town of Wilton is conducting a telephone survey of 400 randomly selected residents over the next two weeks. If you receive a call from an interviewer with the Center for Research and Public Policy, please participate in the 10-minute survey.
Update on the POCD and Next Steps

Here is the latest update on the 2019-2029 Plan of Conservation process:
Over the summer, Milone & MacBroom took stock of the nine months of data collection, Joint Working Group input, public workshops, public comment and online surveying comprising the first data-gathering phase of the POCD update. From that process, Milone produced a first draft of the POCD update’s core goals, objectives and strategies and delivered this draft to the Planning and Zoning Commission in mid-September.
The Planning and Zoning Commission performed a preliminary, high-level review of this draft at a meeting on September 26 before sharing the draft with the Joint Working Group for performing a similar review. This shared POCD core draft is posted on the POCD website (Wilton2029.com).
The Planning and Zoning Commission gratefully received and discussed comments from the Joint Working Group at a joint meeting on November 8 (Joint Working Group comments are also posted to Wilton2029.com). The POCD core draft is currently being distributed to town staff and additional groups beyond the Joint Working Group for their preliminary input.
In the interim, the Commission has been working with Milone on honing the set of issues to be queried in a community-wide, statistically-valid phone survey being conducted by the Center for Research & Public Policy. The survey will focus only on those POCD issues, goals, objectives and strategies that would benefit most from full-community feedback, given survey length and response rate considerations. The Commission has benefited much in this process by reviewing the questions and approximately 270-330 responses it received for each of the six online surveys that have already touched on major planning topics in Wilton, including: Visioning, Housing, Route7 and Transportation, Community Facilities and Infrastructure, Wilton Center and Villages and Conservation, Preservation, Sustainability and Cultural Resources. At present, the Commission expects to receive and review the first draft of the phone survey at a special meeting being held at 5pm on Thursday, November 29, 2018, at the Town Hall Annex.
The phone survey is expected to launch in early-to-mid December, when response rates are anticipated to be higher. Stay tuned for a survey launch announcement – and keep those phones handy (yes, indeed, phones).

Working Draft POCD
Throughout the the fall and winter of 2018, the Planning and Zoning Commission will be refining a Draft of the Plan of Conservation and Development (POCD). A Working Draft of the Plan has been developed that states preliminary goals and objectives and supporting information collected over the last year.
